Approve the second reading and final passage, and adopt an ordinance amending Napa Municipal Code Chapter 15.04, adopting by reference the 2019 edition of the California Building Standards Code (California Code of Regulations Title 24, Parts 1, 2, 2.5, 3, 4, 5, 6, 8, 9, 10, 11, and 12, including appendices identified herein), including adoption of local amendments to the California Building Standards Code and determining that the actions authorized by this ordinance are exempt from CEQA.

DISCUSSION:

This is the Second Reading and Final Adoption of an ordinance amending Napa Municipal Code Chapter 15.04, adopting by reference the 2019 edition of the California Building Standards Code (California Code of Regulation Title 24, Parts 1, 2, 2.5, 3, 4, 5, 6, 8, 9, 10, 11, and 12, including appendices identified herein), including adoption of local amendments to the California Building Standards Code and determining that the actions authorized by this ordinance are exempt from CEQA.

 

FINANCIAL IMPACTS:

Existing City fees approved by the City Council, as assembled in the City’s Master Fee Schedule, include fees for plan check, permit, and inspection fees for the Building Division and Fire Prevention Division. The proposed Ordinance does not address or recommend any changes to existing fees at this time.

 

CEQA:

Staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section15061(b)(3) which exempts activities that do not have the potential for having a significant effect on the environment.
