Dear City of Napa Public Records Staff:
This is a request under the California Public Records Act (“PRA”) for the following-described categories of information, documents, and/or materials (i.e., “writings” as broadly defined under Evid. Code section 250, thus including electronically-stored information, and any and all communications consisting or comprised of text messages, emails, audio/visual recordings, etc.), received or prepared by the City of Napa ("City") (including its staff, employees, agents, officials, departments, consultants, contractors, etc.), as follows:
1) All writings received or prepared by the CIty from January 1, 2015 through the date of the City's response(s) to this PRA request, that comprise, consist of, relate to, or reference any development- or land use-related applications, submittals, forms, communications, or other requests for entitlements, approvals, permits, grants, subsidies, waivers, or funding by, involving, or on behalf of the following entities or individuals (including any of such entities’/individuals’ agents, representatives, departments, divisions, employees, officials, staff, consultants, counsel, partners, affiliates, parent companies, subsidiaries, sponsors, joint-venturers, etc.):
The Peter A. & Vernice H. Gasser Foundation (or “Gasser Foundation”)
2) All writings received or prepared by the City from January 1, 2015 through the date of the City's response(s) to this PRA request, that comprise, consist of, relate to, or reference any development- or land use-related applications, submittals, or other requests involving, for, or relating to any proposed development project(s) or improvement(s) at or of the parcels with the street addresses 3700, 3710, and 3720 Valle Verde Drive, Napa, CA (APNs 038-170-042, -043, and -046), or any portions thereof, located just north of the intersection of Firefly Drive and Valle Verde Drive, including without limitation the proposed project called, or known or referred to as, “The Valle Verde and Heritage House Continuum of Care” project – which is also sometimes referred to as having a “Valle Verde Apartments” component, and a “Heritage House” component.
As noted, the writings sought by the above PRA requests specifically include, for example and without limitation, any and all responsive communications, memos, reports, studies, or other dialogue - whether in draft or final form (thus, including for example drafts of reports or portions thereof, administrative drafts of any EIRs or portions thereof, drafts of responses to public comments on any draft EIRs, etc.) - as well as any and all responsive, electronically-stored or -retained writings kept in audio/video media form, and any and all texts, emails, etc. between the City (including its consultants, agents, representatives, etc. as noted above), and the above-referenced applicant/s (including its/their consultants, agents, representatives, etc. as noted above).
